    Janet Meyer

    Principal, BCT Design Group

    Since 1997, Janet Meyer has focused on creating thoughtfully designed environments for aging adults. With a deep understanding of this demographic, she feels strongly that the key to longevity and mental and physical well-being is creating an engaging and purposeful community. In 2009, this led her to BCT Design Group where she and a fellow architect established the firm’s housing studio which she co-leads today. As a principal at BCT Design Group, Janet’s work is influenced by the trends in multifamily housing, retail, hospitality, and office. Today she brings her knowledge of the full continuum of care, combined with the experience of other BCT studios, to design state-of-the art communities for the elderly, that engage younger generations and offer amenities often found in urban settings. She frequently works together with BCT colleagues to evaluate how both senior housing and multifamily housing can be integrated into existing, yet reimagined retail sites and urban infill areas. She has led office-to-residential conversions, tackling the intricacies and challenges inherent in older buildings and frequently leads large-scale planning efforts that include senior and market-rate housing, arts, entertainment, office and hospitality. A passionate proponent of well-designed communities for older adults, Janet frequently speaks nationally on the trends impacting the senior housing space. Janet is a registered architect and has designed numerous communities throughout her career. Along with ULI, Janet is a member of the American Institute of Architects (AIA), American Seniors Housing Association (ASHA) and the National Investment Center for Seniors Housing & Care (NIC).

    Steve Marker

    SVP of Development / Co-Chair of ULI Baltimore Urban Plan, Brightview Senior Living

    Steve has always had a passion for the ability of architecture and the built environment to impact the way we experience the world. After studying architecture at Syracuse University, he returned to Baltimore where shortly after earning his architectural license he saw an opportunity to have a greater impact on the built environment as a developer. Steve returned to school, earning his Masters of Science degree in Real Estate and Infrastructure Development from Johns Hopkins University. Upon graduation, Steve joined the development team at Brightview Senior Living where he found a home to marry his passion for the built environment with a mission driven organization. In his role as Vice President of Development, Steve leads teams to bring dynamic Senior Living communities to life throughout the mid-Atlantic and northeast. Steve’s responsibilities include acquisitions, entitlement, and development of new projects, product innovation, and new market considerations. Beyond his core responsibilities at Brightview you will find Steve mentoring student interns, working on community advocacy efforts and volunteering with the Urban Land Institute (ULI) both locally and nationally. Steve carves out time to pursue his passions outside of his profession, traveling the world with his husband Joe, hiking in the mountains, and climbing wherever he can find a rope.

    Kyle Wisdom

    With over 20 years of experience in the construction and development industry, Kyle Wisdom has established a proven track record of excellence across both multifamily and senior living sectors. Throughout his career, he has been instrumental in the successful delivery of more than 4,500 units, representing over $2.5 billion in total capitalization. A visionary, innovative, and dynamic leader, Kyle combines deep technical expertise with strategic insight to drive projects from concept to completion. His leadership emphasizes collaboration, efficiency, and long-term value creation—resulting in communities that enhance quality of life while achieving superior investment outcomes. Recognized for his ability to navigate complex developments and market cycles, Kyle continues to push the boundaries of what’s possible in modern real estate development and construction management. Kyle holds a B.S in Economics from Southern Methodist University (SMU) and M.B.A in Finance from SMU’s Cox School of Business.

    Mark Beggs

    Mark Beggs has been President and CEO of Edenwald Senior Living in Towson Maryland since January 2019. He possesses over 35 years’ experience within the senior living profession. In his time as President/CEO of Edenwald he has charted the organization’s course in an expansion that will create Maryland’s first University Retirement Community and efforts to develop Edenwald’s second campus. He has been a licensed Nursing Home Administrator in both Ohio and Florida. Prior to joining Edenwald, Mark was an Executive Director with Westminster Communities of Florida, where he is credited for leading an underperforming Life Plan Community from 66% to 100% occupancy and exceeding all organizational benchmarks. Prior to that, Mark was the COO for Eliza Jennings in Cleveland Ohio where he led their Person-Centered Care initiatives and was instrumental in the financial turnaround of the organization. Mark also has experience as a Regional Sales Director and was involved in startup operations for an Institutional Managed Medicare program. Mark has spoken nationally on Person Centered Care, Lifelong Learning Partnerships, Census Development, Board Development and Repositioning and Strategic Planning.

    Sarah Constant

    Senior Vice President, Mission First Housing Group

    As Senior Vice President of Mission First, Sarah is responsible for overseeing the company’s development and construction business lines. She is charged with managing development projects, building client relationships, and pursuing development opportunities throughout Mission First’s footprint. She is also responsible for overseeing the company’s day-to-day operations in the mid-Atlantic. To date, she has closed more than $450 million worth of deals during her career and has numerous projects in development. Sarah currently serves as Board Chair of HAND. HAND is a nonprofit membership collective comprised of over 450 institutions working across the private, public and social sectors to collaborate in the production and preservation of affordable housing in the Capital Region of Baltimore, Washington, and Richmond. Sarah has been working in the affordable housing industry since 1991 and in the DC – Metro area since 1997 (as a principal of Mission First Development, LLC). Prior to joining Mission First, Sarah spent two years working for the Community Banking Group at Fleet Bank in Boston. There she originated more than $10 million in investor-owned real-estate transactions in targeted CRA markets, creating and preserving 600 units of affordable housing in the Boston market. Sarah also managed the city of Boston’s multi-family rental and homeownership programs including HOME, CDBG, and the Neighborhood Housing Trust. In addition, she secured almost $40 million in McKinney Act funds for the City’s homeless programs. Sarah holds a Master of Business Administration degree from Boston University and a Bachelor of Arts degree in Urban Studies from the University of Pennsylvania.
