    Affordable Housing occurs in many communities and serves a wide variety of residents. While the need for safe decent high-quality housing is common amongst all residents, enhanced supportive services are sometimes lacking. Our industry not only must solve the multi layered financing puzzles to construct the housing, we also must incorporate the variety of services needed by our residents to provide them the greatest chance to thrive. This panel will discuss the service offerings available to residents of affordable housing communities along with the challenges and rewards that come with providing these services.

    Nii Sowah

    Nii Sowah is vice president of Enterprise's resident services program at Enterprise Community Development, an Enterprise Community Partners affiliate and the leading fully-integrated developer of affordable homes in the Mid-Atlantic and the fifth largest nonprofit developer in America. He oversees the Community Impact resident services program, which is grounded in the delivery of services, classes and workshops that help residents connect to opportunities and resources that might not otherwise be available in their community. This approach empowers and engages them to forge lasting bonds within the community and beyond our property lines. Nii has worked in and across local and state government, private industry, and the non-profit sectors and dedicated his professional career to community development to uplift under-served communities throughout the Baltimore area. He supports family and community preservation through programs and initiatives focused on Children and Youth Development, Health and Wellness, Aging in Community, Economic Security and Mobility, and Supportive Services. In addition, Nii volunteers his time and resources to provide technical assistance to other non-profit and faith-based organizations. He received his Bachelor of Science degree in Business Management from Morgan State University and his master’s degree in Public Administration from the University of Baltimore with a Public/Non-Profit Administration concentration.

    Ned Howe

    Enterprise Community Partners

    Ned Howe is vice president of new business for Enterprise Community Development, Inc. In this role, he manages and supports development staff through the entitlement process and pursues new development opportunities for rental and homeownership communities throughout the Mid-Atlantic region. In his 15 years with Enterprise , Ned has been instrumental in land acquisition and development of affordable and market rate communities. Many of these developments have earned awards of distinction from industry publications and organizations. Prior to joining Enterprise, Ned was the vice president of land development for the Maryland division of Beazer Homes Corp., a national homebuilder. At Beazer, Ned managed the land development department to support annual home sales of 400 to 600+ units. Two of Ned’s projects earned land development awards of achievement from the Home Builders Association of Maryland. Ned’s experience also includes over 16 years of site planning, civil engineering and environmental engineering for municipal, residential, commercial, institutional and industrial development projects throughout the metropolitan Baltimore and Mid-Atlantic regions, as a consulting engineer with KCW Engineering Technologies, Inc. He is a licensed professional engineer with a bachelor’s degree in civil engineering from the Georgia Institute of Technology, a master’s degree in environmental engineering from Johns Hopkins University, and an executive M.B.A. from Loyola University. Ned serves as Chairperson for ULI's affordable housing committee and performs as lead singer for a local rock cover band.

    Mark Dunham

    Kindred Strategies

    Mark Dunham, Principal of Kindred Strategies, works with community-based organizations and stakeholders to catalyze development of supportive housing that leverages the social capital of neighbors of different ages, abilities and incomes.  He has helped adapt this philosophy, known as “intentional neighboring,” for a range of innovative projects, including the award-winning Bastion in New Orleans, where wounded warrior veterans live alongside civilian and former military neighbors in a community of reciprocal social support, and Patuxent Commons in Columbia, MD, an inclusive, mostly affordable community for people of different abilities and ages that will begin construction in summer 2024. As consultant to the Autism Society of Maryland (AUSOM), Mark led the initial concept development process for Patuxent Commons and now works closely with its developer, Mission First Housing Group, and an AUSOM-led coalition of community stakeholders to advance its development. Mark served as a legislative aide in the US Senate and has worked at the intersection of public policy, advocacy, and social innovation throughout his career. He crafted legislative advocacy campaigns on behalf of major social service and cultural organizations as senior vice president of a Washington public affairs consulting firm, and led innovative health education initiatives as a non-profit executive working with former US Surgeon General C. Everett Koop, MD. He is a political science graduate of Louisiana State University. An active community volunteer, Mark serves on the Housing Committee of DC Mayor Muriel Bowser’s Age-Friendly DC Task Force, a District-wide initiative affiliated with the World Health Organization’s Global Network for Age-friendly Cities and Communities. He previously served as Chairman of the Board of Directors of Annunciation Mission, a non-profit organization in New Orleans that housed and supported more than 12,000 visiting service volunteers involved in the city’s ongoing recovery during the decade following Hurricane Katrina.

    George Kleb

    Executive Director, Unity Properties

    George Kleb is Executive Director of Bon Secours Baltimore Community Works, a subsidiary of Bon Secours Mercy Health (BSMH). As such he is responsible for all services provided by Bon Secours in the Baltimore market including family and children’s services, economic development initiatives and affordable housing development and operations. Employed at Bon Secours since 1987, he is also a key member of BSMH’s Community Health team where he participates in the creation of strategies in the areas of housing, community development and community engagement that address the social determinants and influencers of health in the seven (7) states served by the health system. He has been recognized as one of the chief architects of Operation ReachOut Southwest, an award-winning neighborhood revitalization initiative in southwest Baltimore that has resulted in more than $150 million in capital improvements and $45 million in grant funded programs to the neighborhoods surrounding Grace Medical Center (formerly Bon Secours Hospital) since 1994. George received his B.A. in 1982 from Western Maryland College and a Certificate in Housing and Community Development from the University of Maryland in 1998. He lives in Reisterstown, MD with his wife, Tina.
